Among the tasks to be implemented mentioned in Resolution 66, some notable contents are as follows:
Regarding the field of enterprises - business registration:
The Government requires the Ministry of Planning and Investment to take the lead and coordinate with relevant agencies:
To study and propose amendments and supplements to 2020 Law on Enterprises to overcome the current shortcomings and difficulties; and
To study and prepare a new decree to replace Decree No. 01/2021/ND-CP dated January 4, 2021 of the Government on enterprise registration. The new decree must be submitted to the Government in 2024.
Regarding the development of the semiconductor and technology industry:
The Government requires the Ministry of Information and Communications to take the lead and coordinate with relevant agencies to urgently develop and finalize the National Strategy for the development of the semiconductor industry to submit to the Prime Minister in 2024.
The Government requires the Ministry of Information and Communications to continue to review and propose improvements to the legal framework for digital economic development; and requires the Ministry of Science and Technology to take the lead and coordinate with relevant agencies to fully assess the current difficulties and obstacles in research, innovation, and application of science and technology; to study and propose amendments to the Law on Science and Technology towards breakthroughs in mechanisms and policies on science, technology, and innovation; to report to the Government to submit to the National Assembly for consideration and inclusion in the legislative program of the National Assembly in 2024.
Regarding land and planning:
The Government requires the Ministry of Natural Resources and Environment to take the lead and coordinate with relevant agencies to urgently complete the Decrees, Resolutions, Decisions of the Prime Minister, and Circulars guiding the implementation of the Land Law 2024 to bring the Law into life, ensuring equal access of entrepreneurs and enterprises to land and natural resources for production and business activities, and developing the land use rights market.
Provincial People’s Committees are required to urgently complete and report to the competent authorities to issue provincial plans; publicly announce land use plans in order for the entrepreneurs and enterprises to proactively plan their production, business, and investment activities; review and propose the abolition of overlapping administrative procedures and regulations related to business activities that generate costs for enterprises.
